MADISON - This week, Republicans in the State Legislature introduced a bill, as they have before, to call for a Convention of the States, which is often referred to as an “Article V” way to amend the U.S. Constitution.

It’s a bad idea, for several reasons, which I outlined in testimony that I emailed to the Assembly Committee on the Constitution and Ethics:
